If you go over 21 (bust) the dealer will win automatically, which is why the house advantage exists. It’s also worth pointing out that the dealer follows a set of casino rules when they play rather than following their own intuition.

Between games the dealer rules can vary, but normally for hands of 16 or under they will hit and for 17 and above they will stand. There are a few more complex rules such as the insurance option and surrendering but all of the basics of playing the game are covered above.
